Carl J. Gardner

Carl is a senior attorney to managed health care organizations with a 29-year career as inhouse and law firm counsel. He is experienced nationally in health insurer and HMO contracting, licensing, regulation, and operations. As an inhouse lawyer, he has served as lead counsel for pharmacy benefit contracting, compliance and operations of a multi-state health insurer enterprise; Medicaid insurer business development activities including licensing, proposals, and bid protests; and, general counsel support to state HMO subsidiaries including contracting, governance, compliance, provider credentialing, and litigation.

He has more than ten years’ experience as law firm and inhouse counsel for HMOs licensed by the California Department of Managed Health Care under the Knox-Keene Health Care Service Plan Act. He has also lectured graduate students at the University of Southern California Gould School of Law and Sol Price School of Public Policy.
