
Samantha represents and advises clients in all aspects of the PBM industry, including regulatory compliance (Medicare, Medicaid, Marketplace, commercial – fully insured and self-insured, discount cards), contracting (PBM services, rebate aggregation, network, vendor), licensure (PBM, TPA, UR, PPO, pharmacy), policies and procedures, merger/acquisition regulatory due diligence, dispute resolution, and government audits, inquiries, and complaints.
Samantha’s clients include pharmacy benefit managers, health plans, third party administrators, coalitions, utilization review entities, pharmacies, pharmaceutical manufacturers, private equity, and other players in the pharmacy benefit management industry, from start-ups to large national players.
Prior to being a founding member of the Phoenix Law Group, PLC, Samantha started her legal career at a national law firm, and then moved to an in-house position as Assistant General Counsel of one of the largest pharmacy benefit managers. With more than 25 years of in-house and outside counsel experience specific to the pharmacy benefit management industry, Samantha brings her knowledge of the industry that enables her to provide sound and practical legal advice to achieve business solutions and goals.
